| NSPMA strives to inform and advance public policies promoting the efficient management of resources so that all children may learn and achieve success. In pursuit of its mission, NSPMA raises critical issues with policy-makers, tracks legislation, and promotes the advocacy efforts of its members and others who see the importance of having the best possible educational facilities for our children to learn. | |

Reform The Education Finance System The Nations current school aid system fails to deliver resources to the school districts that most need them. The system also hampers districts' ability to direct resources where they are most needed within their schools. Public school students deserve better. The state aid distribution system must be reformed in line with NSPMA’s five standards for education finance reform: adequacy, flexibility, equity, predictability, and clarity. |

Oppose Privatization The federal No Child Left Behind Act, charter schools, vouchers, and additional nonpublic school aid are all evidence of growing government support of privatization in public education. This movement threatens to shortchange the majority of students who attend our public schools, especially at a time of diminished resources. Public schools are making great strides in improving opportunities for all students. NSPMA strongly opposes the expansion of public support for private education at any level - federal or state. |

Strengthen Local Governance Capabilities Educational Facilities have a long history of community commitment. Local residents elect their school board members and approve local school district budgets. No other level of government has such public accountability. This accountability ensures that education decisions and policies reflect the community's goals for its children. Yet school boards are hampered by a vast array of state and federal mandates. The state and federal governments should not, for example, impose arbitrary caps on expenses; impose expensive mandates that apply only to public sector employers. Local school officials must be released from these kinds of restrictions and granted the flexibility to better manage resources and develop programs targeted to their facility needs. |

Support Facilities and Leadership Development Research shows that well maintained Facilities is a strong predictor of student performance. Likewise strong Facility leadership is the key to a school district's success. It is essential that school boards be able to retain Qualified Facility professionals. All children deserve well-maintained, clean and safe facilities and Qualified Facility managers to give them the best opportunity for a bright future. School boards must have the tools to support quality facilities. |

Improve the State's Testing and Public Reporting Model The National School Plant Management Association represents members in more than 35 States. Through NSPMA, the collective influence of hundreds of facility management professionals is brought to bear to benefit all National public schools and a productive relationship with the communities that support them. |
